The Conduct of Candidates in the Examination Hall

1. Entry to the Examination

School Candidates:
(a) The West African Senior School Certificate Examination will be administered to all candidates in the third year of the Senior Secondary School course and is open to all schools which are duly recognized by the Ministry of Education of the member countries.


(b) Heads of Schools or their representatives are expected to register candidates on official Entry Forms/Schedules provided by the West African Examinations Council.


(c) Entry Forms/Schedules, together with the registration fees should reach the appropriate Office of the Council by specified dates that will be determined by the Council from year to year.


(d) It is the responsibility of the Heads of Schools or their representatives to ensure that the Continuous Assessment scores of each candidate are duly entered on the Official Continuous Assessment Returns Forms. The Forms should be forwarded following the appropriate procedure and at specific dates that will be determined by the Council from year to year.


(e) It is the responsibility of schools to check the correctness of entries made in respect of candidates' subjects/papers and to ensure that the appropriate fees are paid. The West African Examinations Council shall not take responsibility for any error, oversight or default made by Heads of Schools or their representatives.


(f) The Council reserves the right to ensure that schools have adequate facilities for the conduct of the examination.


(g) The Council reserves the right to refuse entries which do not satisfy the regulations of the examination. Entries which do not arrive before the closing date or which are not accompanied by the correct fee will be rejected outright.


(h) The Council reserves the right to cancel any entry at any stage before the examination if it is found to be irregular.


(i) The Council reserves the right to cancel the scripts of a candidate in subjects/papers for which he/she did not enter or for which he/she had no Continuous Assessment scores.


(j) No candidate will be permitted to sit at an examination centre other than where he/she has been assigned.


(k) The Council does not undertake to refund fees. When entries are refused or cancelled, any fees paid may be refunded in full but deductions may be made at the discretion of the Registrar to meet any administrative costs incurred.
(l) Entry forms/schedules will be made available on request to all Schools on the Council's list. The forms and schedules should be returned as will be directed from year to year.

Private Candidates:
(a) The Senior School Certificate Examination for private candidates in Nigeria will be administered to private candidates who have obtained one of the following qualifications:

  • Those who sat for the West African Senior School Certificate Examination (WASSCE) in previous years:
  • Those who have passed three subjects at the GCE (0) level or its equivalent at one sitting;
  • Those who have passed a minimum of three (3) subjects in the Teachers' Grade II examination at one sitting:
  • Those who have passed the Senior School Certificate Qualifying Examination (SSCQE) in at least three subjects at one sitting;
  • Those with any other qualifications (including foreign ones) deemed to be equivalent to any of the three named in (i) - (iii) above.


(b) Private Candidates shall make their own individual entries to the appropriate Office of the Council.
(c) Private Candidates are to note that conditions g,h,j and k above are applicable to them as well.
(d) The Council reserves the right to cancel the scripts of a candidate in subjects/papers for which he/she did not enter.

2. Acceptance of Candidates for the Examination

  • Candidates shall be presented through Schools recognized by the Ministries of Education of member countries. Such schools must have adequate facilities for the proper conduct of the examination. Private Candidates, that is those not attending Senior Secondary, can be accepted for The West African Senior School Certificate Examination.
  • Heads of Schools or their representatives must ensure that the Continuous Assessment scores of all candidates entered for the examination are submitted to the Council. The procedure for the completion and return of the Continuous Assessment scores to the Council will be communicated to the School at the time of entry.
  • Any candidate entered as a school candidate for the examination must be permitted to take the examination as a school candidate unless expelled by the Head of the School for misconduct prior to the commencement of, or during the examination. In circumstances where the expulsion of a candidate for misconduct is effected by the Head of the School after the candidate has already taken some of the subjects/papers, the Council may,if the conditions for the award of a certificate are satisfied, duly award such a candidate a certificate. For the avoidance of doubt, the expelled candidate will no longer be eligible to take the examination as a school candidate and the Council shall not make alternative arrangements for the candidate.

3. General Arrangements
(1) The examination will be held twice a year: May/June and November/December. The actual dates for each will be communicated by a circular to School Candidates or publication in the Press for Private Candidates.
Detailed time-table will be made available along with the entry forms and schedules.

(2)

  • Entry forms/schedules will be made available on request to all schools on the Council's list.
  • Completed entry forms/schedules together with fees. must be returned to the appropriate Office of Council not later than the date to be specified each year.


(3) Fees are to be paid by bank draft or certified cheque made payable to The West African Examinations Council at the appropriate Office of Council as the case may be. Fees should be sent at the same time as the entry forms/schedules and should be accompanied by the properly completed fee slip supplied with the entry document.


(4) Time Allowance for Question Papers
For specific subjects where extra time is needed for reading through questions or studying maps etc. such time will be included in the total time allowed for such subjects on the question paper.


(5 ) Materials to be Provided by Candidates

  • Candidates must provide their own pencils, mathematical set, dissecting instruments and painting materials, unless these are provided by the school. They are required to write their answers with pen and ink: fountain pens and good ball-point pens may be used, but pencils may be used only for diagrams and objective answers. The blacker the ink used, the better, as certain scripts may have to be photocopied.
  • No Mathematical tables other than those recommended by the Council may be used.
  • The use of slide rules is permitted in Science subjects, but candidates using them should state this on their scripts and are warned of the possible loss of accuracy involved. Information such as formula or other data which appear on slide rules or instruments must be securely covered up before they are taken into the examination room.
  • Electronic calculators of the silent, cordless and non-programmable type only shall be allowed in the examination. Supplementary materials such as instruction leaflets, notes on programming etc. must not be taken into the examination hall under any circumstantces.
    A silent, cordless and non-programmable calculator is described as follows:-
    (i) It must not have audio or noisy keys or be operated in such a way as to disturb other candidates. (ii) It must have its own self-contained power supply (solar or batteries)
    and must not be dependent on a mains power supply.
    (iii) It must not have the facility for magnetic cord input or plug-in modules or programme instructions.

For uniformity and ease of identification, it is advised that schools procure calculators for the use of their candidates in the examination.

(6) Infectious Diseases
Candidates who have been exposed to any infectious diseases cannot be examined at a centre unless they are quarantined.

4. Issue of Results and the Award of Certificates
(1) The Council reserves the right to cancel the results of candidates if it considers that they have been involved in irregularities before, during or after the examination. It also reserves the right to withhold certificates and to cancel certificates of candidates involved in any act of malpractices.
(2) The Council will not, except in its absolute discretion, enter into correspondence about results with candidates or their parents or guardians or other persons claiming to act in "loco parentis". All correspondence regarding such issues may only be dealt with directly between schools and the Council.
(3) The award of a certificate is entirely within the discretion of the Council and the Council will not be liable to any candidate in respect of the withholding or cancellation of any certificate improperly obtained.
(4) Certificates remain the property of the Council and legal proceedings will be instituted against any person who alters anything on them.
(5) Examination scripts will be disposed of three months after the issue of results.
(6) Results sheets will be sent to Heads of Schools as soon as possible after each examination. The results sheets will show the results in the examination as a whole for each school and will also indicate the standard reached in each subject taken by each candidate presented unless the results of the candidate have been withheld or cancelled.

5. Receipt of Continuous Assessment Returns from Schools
School assessments for the first, second and the third years will be required by The West African Examinations Council. The scores for each year should be recorded on the appropriate form. In addition, schools should provide the Council with the Cumulative Continuous Assessment scores for the three (3) - year period. This should be recorded on the special Computer Stationery provided by the Council for the purpose.
The Head of School should check and certify the information so provided. The Continuous Assessment returns should be sent to the Council in the third term of the third year of the Senior Secondary School course. The form should be received by the Council at least one month before the start of the Final External Examination.
Non-receipt of the Continuous Assessment scores on schedule from a school may lead to non-release of results of candidates of the school.
